NOAA has needlessly engendered confusion in the seafood import community by not clarifying more broadly in its SIMP regulations that ‘Importer of Record” for SIMP does not have the same legal definition as “Importer of Record” for Customs.

Approximately 6,000 pounds of shrimp was confiscated late last week when the U.S. Coast Guard and the National Oceanic and Atmospheric Administration (NOAA) discovered a vessel illegally fishing inside a national marine sanctuary.

According to Shanghai Entry-Exit Inspection and Quarantine Bureau, Shanghai imported 52,900 batches of live seafood worth as much as USD $810 million in 2017. The two numbers are an increase of 9 percent and 19 percent, respectively, from 2016. The 2017 import value is close to seven times of that in 2010. Richard Stavis is stepping down as CEO of Stavis Seafoods, as the company takes on IMV BV, of the Netherlands as a major investor.

IMV BV is a holding company headed by Joaquin Javier Guerrero Riveiro, an Argentinian born fishing entrepreneur who also has extensive ties to Galicia.  Numerous subsidiary companies, some set up to own vessels, are listed under his name in Dutch corporate registration records. Michael Lynch, a spokesperson for Stavis, said the IMV BV person they are dealing with is Robert Wagschal in Amsterdam.  His Linked in profile describes him as an 'Independent International Affairs Professional'.
