Massachusetts cuts disaster relief payout in half for New Bedford owner of 18 permits

NEW BEDFORD — The Division of Marine Fisheries said it will cap the amount of disaster relief available to individuals who hold groundfishing permits — essentially cutting in half the amount of money destined for one man.
Boat owner Carlos Rafael threatened to sue the state for reneging on the $617,500 he says he's due — or $32,500, 19 times over.
While much of the relief has already been paid out, Rafael's payments have yet to come in, partially a result of the current decision. Rafael said he's taking the state to court, and he's willing to spend more money on legal fees than he would receive from the disaster relief.
His lawyer John Markey Jr. said the state sent 18 separate letters confirming that all 18 permits qualified. But earlier this week, Rafael received a phone call from DMF chief Diodati notifying him of the change...
