Lobster levy lagging in Maritimes

HALIFAX - A pledge from the Maritime provinces to have a levy in place before the end of the year to support the region's lobster industry is facing a delay.
The fisheries ministers from Nova Scotia, New Brunswick and P.E.I. had promised in March to start collecting the levy before the end of the year, but they now say that won't happen until the spring.
While P.E.I has made the most progress on implementing the levy, New Brunswick's efforts were interrupted by a provincial election in September.
As for Nova Scotia...
