Russia Limits Fishery Quota Transfers in Plan to Spur Industry Consolidation

The Russian government has approved a new package of amendments to the existing federal law "On Fishing", as part of the reform in the Russian fishing industry, initiated by Alexander Tkachev, the recently appointed Russia’s Minister of Agriculture.
According to an official spokesman of the Russian Ministry of Agriculture, the new ammendments will limit the transfer of fish quotas to companies that do not operate their own fishing fleet.
According to state plans, this will help withdraw numerous intermediaries from the market, which resell their quotas to other companies.
