Today's Main Story: Associated Fisheries of Maine Calls for Redistribution of Rafael's Forfeit Fishing Permits
The Associated Fisheries of Maine has called for NMFS to follow the regulations regarding canceled permits when they address the forfeiture of Carlos Rafael's fishing Permits. Rafael was one of the largest permit holders in New England. According to the current management plan that created the catch share and sector system, a canceled permit means the fishing history on which it was issued goes back to the remaining permit holders. This would have the effect of slightly increasing all the other permit holders shares, as fewer permits would divide up more fishing history. This solution is bitterly opposed in New Bedford, because it would dilute the groundfish permits in that port. But others argue that legal fishermen throughout New England were hurt by Rafael's law breaking, and should be compensated.
