Bering Sea fisheries advocate and former Unalaska mayor Frank Kelty, now retired and living in Southern California, reflected on a 40-year career that spanned the onshore/offshore battle, crab rationalization, and saw a little known community next to Unalaska become Dutch Harbor, the nation's largest fisheries port.
