NCLA Appeals District Court Ruling Upholding Atlantic Herring Industry-Funded Monitoring Rule

The New Civil Liberties Alliance (NCLA) appealed a recent US District Court decision that upheld a rule forcing commercial Atlantic herring fishermen to pay for at-sea monitoring.
