Russian Crab Auction Winners Will be Obligated to Construct New Vessels at Domestic Shipyards

Winners of crab auctions in Russia will be obliged to build new vessels at the capacities of domestic shipyards, according to recent statements from Russian Federal Agency of Fisheries (Rosrybolovstvo) official Ilya Shestakov. As currently planned, vessels will have to be built during the next 3 to 4 years from the date of the auctions.
The final plan is for half of the crab catch quotas in Russia, starting in 2019, to be distributed on an historical basis, while the second half will be sold at auctions with the obligation to build new vessels. At the same time, the government will finally abandon a mechanism of investment quotas for crab catch....
